CHINA, in order to revise her financial system, has expressed a desire to imple- ment treaty provisions regarding increase of tariff and abolition of li-kin, and to this end has requested that each Government appoint an official to consult with the Wai-wu Pu regarding this matter.

The Imperial Government have no objection in principle to the above-mentioned Chinese proposal if the interested Governments find themselves in agreement thereto. Considering, however, that the Chinese Government have not yet carried out their treaty obligations regarding the protection of trade-marks, the establishment of a system of uniform national coinage, and adoption of uniform standards of weights and measures, &c., the Imperial Government think it proper to accede to the desire of the Chinese Government after the latter will have satisfactorily carried out those obligations.
